THE PROBLEM
Where the work is.
Defense organizations hold exactly the material large models are best at reading: intelligence reporting, maintenance records, doctrine, logistics, and signals. Almost none of it can be handed to a commercial AI service. Classification, controlled unclassified information rules, and data handling obligations close that path before the technical conversation begins.
The result is a capability gap that widens every quarter. Analysts do by hand what a model could do in seconds — not because the model does not exist, but because there is no approved place to run it. If the work cannot move to the AI, the AI has to move to the work.
CONSTRAINTS
Why cloud AI fails here.
Classified and CUI holdings cannot transit a commercial, multi-tenant service.
Forward and contested environments have no dependable reachback to a cloud region.
Provenance of the hardware and the running software image cannot be established inside someone else's data center.
An accreditation effort needs a defined, inspectable boundary. A shared cloud service does not present one.

Define the boundary
The appliance is scoped to an enclave, a vehicle, or a site, and the data it is permitted to hold is settled before provisioning begins.

Provision and seal
Models, indexes, and the Substrate stack are loaded, the image is signed, and the enclosure is sealed and tamper-evidenced during US final assembly.

Operate disconnected
The appliance runs with no path to the public internet. Updates cross the gap as signed bundles, and audit records stay local for review.
